A new Local Plan for Lewisham
The Council’s existing Local Plan is made up of a package of documents. The Lewisham Core Strategy is the main document and was adopted in 2011. It is supported by the Site Allocations, Development Management and Lewisham Town Centre Local plans.
The Council is legally required to review its local plan every five-years. We are therefore reviewing and updating our adopted plans, bringing them together into a single document. The new Local Plan will cover a twenty-year period, looking ahead to 2040.
We are inviting comments on the following documents

• Proposed Policies Map and Schedule of Proposed Changes to the Adopted Policies Map December 2022.
• Integrated Impact Assessment and Non-technical Summary December 2022.

Why are we consulting?
The Local Plan will play a vital role in how we manage new development and coordinate investment.
We have prepared the Local Plan: Proposed Submission Document for public consultation. It has been informed by the previous consultation and engagement exercises we have undertaken for the new plan. This includes public consultations on the Issues and Options document in 2015, the Main Issues and Preferred Approaches Document in 2021, Call for Sites exercises and engagement on evidence base documents.
During this consultation the Local Plan – Proposed Submission Document and its supporting documents will be made available for public inspection to provide any individual, group, or business the opportunity to make a representation. This consultation will require submissions to specifically focus on the following issues:
• Is the plan legally compliant? - Does the Plan comply with the relevant legislation and regulations in the way it has been prepared, and in its content?
• Does the plan comply with the ‘Duty to Cooperate’? - Has the local planning authority engaged constructively, actively and on an ongoing basis with neighbouring authorities and other prescribed bodies during the preparation of the Plan?
• Is the plan ‘sound’? - Has the Plan been ‘positively prepared’? Is it robustly justified and evidence-led? Will it be effective in what it sets out to achieve? Is it consistent with regional and national planning policy?

The Local Plan consultation is well underway and we’ve received lots of useful feedback. Hundreds of people have already joined our information sessions via Zoom and we’re really grateful to everyone who has taken part so far.
This phase of consultation closes on 11th April 2021, so please take the opportunity to help shape the future of the borough and have your say on the proposals - check out the dates for our character area events.
Our online information sessions have been really well-attended with lots of interesting, and sometimes very detailed, questions for our guest panel. Some we couldn’t answer live as we simply ran out of time, but we will provide responses and these will be posted on this page on our Commonplace website. What does the Local Plan mean for your area?
Our online information sessions continue and in the next round of events we will talk about the vision and strategy for each of the character areas of the borough. If you'd like to hear about what is being planned for your neighbourhood and ask questions to our planning team, make sure to register here.
In the North Area, which includes North Deptford, Deptford and New Cross, the high streets will be strengthened and riverside spaces and underused industrial sites will be transformed with cultural activity and regeneration. Read more about plans for the North Area here .
Lewisham’s Central Area includes Lewisham, Catford and Hither Green. In this area a central growth corridor follows the A21, linking Lewisham and Catford and signalling the potential for thousands of new and genuinely affordable homes over the next 20 years. In the East Area, which includes Blackheath, Lee and Grove Park, town and local centres will be strengthened and green spaces will be enhanced and preserved. There will also be better connections and further improvements to the linear network of green spaces which stretch throughout this area. Read more about plans for the East Area here .
Across the South Area, which includes Bellingham, Downham and Bell Green,existing generous open spaces will be enriched to improve the living environment for local people. Large areas of commercial land will be redeveloped as a catalyst for growth and investment in the borough. Read more about plans for the South Area here .
In the West Area, which includes Telegraph Hill, Brockley, Ladywell, Crofton Park, Honor Oak, Blythe Hill, Forest Hill, Sydenham Hill and Sydenham neighbourhoods will be revitalised playing to the strengths of each of their distinctive qualities to encourage local people to spend time and enjoy the community spaces.
